IMHO why ditch NCRA-NWP if you plan to continue freight ops? I mean SMART would likely just franchise out the freight anyway. That would avoid a lot of political issues. They could try to downsize NCRA-NWP but perhaps the egos involved are intractable and hands have been thrown up for the last time hearing the same promises of the current crowd.
A great many of unknowns and variables associated with SMART. It is possible the Larkspur extension is somewhat over-anticipated. Since GGT began ferries in the '70's the bus connectors have only had mixed success. SMART is similar but more expensive. And it is hard to tell how much interest will emerge to build a more convenient station at Larkspur.
Politically SMART getting absorbed into GGT could advance with the Gavinator in power. You have to think that as a former mayor of SF he is more favorable to the GG Bridge District than Oakland oriented Jerry Brown and could envision SMART-GGT tracks across the Bridge into the City.
