I think that who buys the locomotive division would be less of an "anti-trust" competitive problem than might be the case with who buys the jet engines, or the electrical equipment divisions, if they are forced to put those on the market to "unwind" more of GE's debt. I am amazed at how far and how fast the "unwinding" of GE's "leverage" debt scheme has collapsed the stock price.
Another example of a once great American "industrial" company that has been severely damaged by the management's self serving greed in promoting excess leverage through its "financial" divisions, for the "short term" tax advantages and "short term" stock price bumps this created, which they used to unload their options, just maybe, at the "long term" expense of the employees and a lot of individual and institutional shareholders.
