Not that many people by comparison to LA and the Bay Area. And by far the biggest city of the Valley, now and in the future - Sacramento - would not be importuned at all. Its connectivity to LA and SF by HSR along I-5 and over the Grapevine and Altamont would be exquisite. The masses and the deep pockets reside in the two megalopolises of the north and south. That's why Prop 1a was pimped as connecting LA and SF via bleeding edge uber-high speed rail.
Bako and Fresno could have been accessed via spurs avoiding high density(and utilities)as much as possible.
It was billed as a passenger purpose-built brand new rail. It should have been optimized for electric rail passenger with gradients that freight cannot handle but would vastly reduce the costs of cresting Tejon. Clem is way on the right track in calling for increasing the gradient limitations.
Conversely if you insist on the backwoods freight alignment aka Tehachapi-Palmdale if should be built to freight standards and with a Mojave connection to the UP to replace the antediluvian Loop line. It is never going to make 2:40 that route so why worry about it?
