UP NE Oregon work window?

There is an empty train of work equipment flats in Baker. I noticed it this afternoon with a couple SDs on it, at least the lead unit was a standard cab. When I went back this afternoon to see if they were 40s or 60s, the power was gone.

UP has a line of ballast dumped on both shoulders in Baker (even on the rarely used siding) and at least a ways east. I presume there is a tie gang working somewhere in the region. The last couple of nights it seems I've heard a good number of trains.
