Yea I can just see "Run Through" trains from Mexico with Mexican head end crews under Mexican hours of service rules
Maybe they can buy some of those old Amtrak Coaches and convert them to bunk sleepers haul them behind the power for extra crews then you can get rid of held away and paying for away lodging
The Mexican crews can start in Mexico City or Los Angeles and run straight thru to NYC.
