When I first read the article I assumed that the description was overstated and that either a piece of the concrete railing gave way while leaning against it, or they climbed over the railing on to the extended concrete platform, which I would have advised against. If the bridge had actually collapsed, why just a selfie photo? My brief search did not find any photographic evidence revealing exactly what happened. The computer generated reenactment is probably closer to the truth.
