If the HSR is left unfinished it'll look like the partially built Paris-Lyon monorail line that ran out of funds. Miles of uncompleted monorail structures stand today around the town of Sarin when I saw it in 2001. I believe it was a privately funded project, but costs and other problems doomed it. It doesn't take much effort to imagine the same railroad tombstone in California.
