I thought that the sections that have been built could have the San Joaquins rerouted to run on it. So it may not be a total waste.
I'm amazed that they thought building the middle section first was a good idea. I know it was to secure federal funding but that's a dumb reason to build something from a location that is projected to have low passenger loading to another place with low passenger loading. Only a government operation would do it that way. Notice that the railroads in the past started at a population center then opened up the track to operations to generate money as they moved forward. They should have built the ends first and as time moved on built toward the middle. A HSR line from Gilroy to San Francisco would be a good gauge to see how it would be used. Palmdale to LA on the southern end. I know the middle was easier to get started but it would be like if the transcontental railroad started in Utah and built to Reno - it wouldn't have made much sense to do it that way.
