The blog article mentions that the PTC is adopting I-ETMS, which is whate all the freight RRs are using (in one variation or another). This is also the reason all those commuter lines, which run on freight RRs, have adopted it. As of May, 2017, CBOSS didn't even appear on the FRA's list of approved systems. WABTEC has its own set of problems, although probably not as great as with CBOSS, which for all intents and purposes appears to have been corporate welfare for the electronics world, much like the Boeing LRVs were for the aviation industry.
