Well some say a Bearcat 125 with a antenna cut to the 160mhz frequency is one of the best ways to do it. Others say a Portable ham unit is the way to go. If you are just doing rr only, then a basic unit, with a dedicated antenna is one of the cheapest way to go. When the rr all go digital, then we are talking $450 for a scanner. If you want to scan police/aircraft also, then a Bearcat will work well..
