You don't need to confuse some of these folks with mere facts, when they have so many perfectly good conspiracy theories to explain it all.......
There is both real corruption political, institutional, and individual, but it isn't the main problem (but can be). And, there is quite a bit of what I like to call a political "systemic" "bias" with poor oversight and control toward enabling costlier outcomes. But, a more common problem is the fact that there is no shortage of just plain stupid, and not much of a disincentive to stop it.
Of course, I've tended to note form projects in my career, that the more poorly planned the project, the poorer the analysis and rationale, the grander the claims or promises the project makes, the bigger the political egotism involved or attached to the project, the greater the likelihood for more costly, bloated, and problematic project. This is because those factors tend to become the new "normal" of the process, and that tends to "institutionalize" the stupidity.
