Rainy day fund maxing out

Governor Brown is once again putting money into the rainy day fund. Since the fund by law can not exceed 10% of the annual budget, this should top it up. He will leave an insurance policy for whoever follows him in office.

Politicians being politicians there have been plenty of complaints. Even some of the Republicans thought more should be spent (on their projects).
