The use of scales has changed over time, just as the railroad's customers have changed. No more track scales near produce & citrus packing houses, as these companies don't use rail anymore. Nowadays, many coal, grain, and potash companies have their own track scales at the loadouts. I'm thinking most major hump yards still have track scales, as the car weight is integral to proper speed and retarding during the hump operation.
