As to the LA problem
My late Bro-in-law had a job with LA City, probly a decade ago too.
Every weekday morning he took a crew to the streets.
They had a front end loader, shovels, dump trucks.
Every night before, 'sort of' well meaning folks, and possibly others, dropped off articles for the homeless, such a sofa, big cardboard cartons, etc etc.
Dunno what happens now, but from some google street views it appears that clean up is 'not much'.
Shelter for a large portion [whatever 'large' is] appears to be impossible, since most if not all of it comes with strings, such as don't bring your drugs, weapons and such, and once in, in for the night.
Perhaps a large, covered, concrete pad that would be cleared and hosed off into a sewer each morning, and disinfected. Sides should be all doors, open all day.
