Substitute "track" for "rail" and it'll make sense. The reporter who wrote that story obviously doesn't know railroad terms very well (I'm surprised that little goof got past the editor since the Independent's been covering a number of issues regarding the Gallup yard for quite a while and they're usually pretty accurate; either they've got a new guy on the job or the regular editor was on vacation).
