Wasn't the whole purpose of using Altamont Pass because revenue service was suspended at the time? I know that is why they made a deal to use the SD&AE, which was somewhat odd because as I recall Kyle was still union. I remember hearing something about them using primarily loaded ballast cars, and the railroad getting free ballast because the management wonders couldn't handle the loaded trains on a grade. Imagine the "fun" they would have now considering 49 CFR Parts 240 and 242.
