Classic video. Classic stupid.
Flashing red lights may be one problem, with drivers not noticing, I've had people crash into the side of a stationary locomotive, stopped in the middle of the street, in broad daylight while ignoring, and/or not noticing, the flashing lights and gates. Of course, this is also a now classic shot, in many security videos of pedestrian hits, increasingly where those drivers were found to be texting while driving.
When we interconnected the traffic signals along Long Beach Avenue next to the Blue line, to display a "solid" red traffic signal, it was found that even with an average blood alcohol nearly three times the legal limit (which was the case of 85% (IIRC) of the first ten years fatalities at Blue Line crossings) were more likely to stop, and the number of collisions and deaths has plummeted, since then. This experiment seemed to show that even drunks are more likely to notice and stop for a "solid" red light.
