The Dumbarton bore would of course be part and parcel of HSR via Altamont. It is still not too late.

Convincing MTC to go for such a change of plan will not be easy. BART dominates MTC and obviously covets Altamont over the long run. People keep underestimating the power and "invidia" of BART; should I say its institutional ambition. It has shown over and over how it has mastered a virtual Jedi mind trick of media control and saturation to fund its expansion.
