I don't think "Southern California" (Fresno, Bakersfield, San Diego) would be Democratic (but I could be wrong). Adding two Democratic senators and two Republican ones would be even.

What's more of a change is the electoral college. All of California's electoral college votes go to the Democrat, but under this scheme, "Southern California's" votes would (probably) go to the Republican.

Not that this has much chance of passing...
