My recollection from the investor conference was the CEO stated these locomotives were needed to expand the present roster, as congestion on Union Pacific was creating a power shortage. KCS relies on trackage rights across a significant portion of Texas, and the congestion on Union Pacific around Houston is problematic.

That said, there aren't a whole lot of SD40-2s left on the KCS roster. The Gulfport Subdivision in Mississippi is the primary place to see them these days. That operation has been famous for hosting "the last of the last" on the KCS roster for years. The last holdouts were a bastion of MidSouth GP10s.
