The only place on Planet Earth that manufacturers the EMD 567, 645, and 710 prime movers is the McCook, Illinois facility. Thus, no mater where in the world "licensed EMD/GM" locomotives were/are built, the major components, i.e. engine, main generator, & traction motors all come from the U.S. (even when there was a GMDL 'Diesel Division' plant in London, ON Canada).
Each and every time some foreign country wanted a "licensing agreement" to manufacture the EMD two-stroke cycle 567, 645, or 710 engine series, such request was refused. The thinking was always, "That foreign country will simply copy the designs & processes, and then begin competing with EMD, LaGrange.".
Now that EMD is no longer part of GM, but under Caterpillar, I have no idea what their thinking would be today, or in the future.
