BART-Bechtel-MTC cannot be fixed without a radical restart. It is following its namesake inspiration, the NYC subway system, into dysfunction and disarray albeit with a more idiosyncratic twist.
Just sucking up more and more of the limited transport funding without without a deep reconstitution, i.e., regauging to standard and driverless for starters, eventually will hit a wall of benign neglect. The elite get bored with ghetto moneypits and start being being attracted to gadgetbahn fantasies like the HypeLoop.
And Brasil a model of "stability"? Juntas and Lulas. They have to drop paratroops with machine guns into the favelas to try to control the bangers and drug dealers. But that is likely where California is headed.
