Commuter trains have many more seats than a bus and they don't stop very often and when they do stop it is relatively gentle. I have seen standees thrown on the ground on GGT and Muni when the driver pretty much locked the wheels to avoid a collision of one sort or another. Be worse on a stairway so a calculated risk.
In the real world it will be easy to see if getting up the stairs is a problem. If the upper deck is full no big deal. But if the bottom is full or has standees and the upper deck is not then maybe an articulated is a better choice.
Supposedly Bechtel in its genius thought crosswinds a credible enough problems to use them as an excuse for 5'6". Of course if you believe that cover story you must take the Warren report as gospel.
