I had a suspicion that this was all propaganda. Well, and a good bit of NIH (Not Invented Here).
When performance is an issue, meaning high passenger volumes, and throughput, double-deckers are losers; especially without POP and all-door boarding. I have the Berlin double-deckers in mind, and they do have three double-wide doors. Apparently, this is sufficient for most of their lines. But the really busy lines have articulateds with four double-wide doors, and roughly the same number of seats.
I wonder how the unions would react to the 25 m double-articulateds (for example, available from VanHool as diesel bus, and Hess as trolleybus).
Of course, I prefer light rail over long articulated busses, but if you compare how long it takes to set up a high-capacity bus line vs. a light rail line…
