Perhaps the better question is which rail transit systems have significant amounts of graffiti on their railcars. I haven't been on any rail transit vehicles with graffiti in the past 10 years which includes systems in Chicago, Cleveland, Denver, Los Angeles, Minneapolis, New York, Philadelphia, Portland (OR), Salt Lake City, Seattle and Washington DC.
