Joe,

According to Mullaly and Petty's book "The Southern Pacific' in LA, SP still had a very extensive local passenger service in 1900, serving almost all of the branches radiating from LA. They have an excellent map, and photos of services to places like Pasadena, Covina, Pomona, Norwalk, Anaheim, Wilmington, Long Beach, Santa Monica (via the former LA and Independence, later PE "Air Line", today's Expo Line), or the "Soldier" Home (today's VA center and National Cemetery in Westwood).
