The issue is that BART, probably for ideological reasons, didn't provide near enough parking. The article says they're up to 3,800 riders per weekday. Pretty low for most mass transit, though ok for a many commuter rail lines. But those usually don't have as good a schedule frequency.

Do Libs want people to switch to transit or not? The concept of, "Let's force them to use something other than the auto to get to the train, because everyone knows the auto is evil" rarely works outside of a dense urban environment.
