Really, BART is in a good position. It's really a suburban commuter railroad rather than an urban transit line - or at least that was the original intent. So the eBART ridership is consistent with that. Agree, though, that skimping on parking was a bad move; even on the main BART system (where there's occasional local bus service at stations), not enough parking was provided until years later at considerable cost for both construction and to the riders.
Another way to look at it is that eBART fills a slot similar to the Skokie Swift in Chicagoland.
Yes, eBART has its own maintenance shop, but wouldn't it be fun to add a 3rd rail so the "narrow gage" could run on the main line?
