ATSF 3751 -- FRA inspection

Question for knowledgeable folks:

Does the 15-year boiler inspection for 3751 mean all tubes get removed/renewed, as well as jacketing, lagging, and appliances? Does the boiler steel get its thickness checked by ultrasound?

Since the job takes up to two years, I assume all the above must be done, and more.

From the 3751 website:
"Most of 2018 will find 3751 undergoing its Federal Railroad Administration (FRA) 15-year, mandated boiler inspection. This inspection is tentatively scheduled to take up to two years…"
