All boiler jacketing - Yes, to allow the inspection of the exterior of the boiler shell. The FRA can also request the removal of the jacketing as part of an annual inspection. They might do this every few years for an engine that is using the 15 year rule.

Appliances - Not required. Many appliances and their connections are removed to allow for jacket removal. Potentially you might have to remove an appliance mounted to a boiler to allow for inspection of the boiler behind it or its mounting. Appliances might be removed as part of a general overhaul while the engine is down anyway.
