Similar to NOIBN. While working on a shortline years ago we got a hopper car load of "NOIBN" (that's what it said on the waybill....). We were pretty sure what it was but it took us a while to figure out. Turns out it was an interline movement of contaminated product being returned to the shipping point and for tariff reasons it was shipped under NOIBN (Not Otherwise Indexed By Name). After that mystery shipments were referred to as "looks like another carload of NOIBN to me".
