I agree with your last line. Sac already is the new Oakland. But BART will never get there except as the operator (which it is now) of the Amtrak trains. As for the rest, even if it were true, the results will not begin to be seen until you and I (and many others) are dead, assuming you're above the age of insurance majority (25).
