In the larger sense this is not a new issue and is extremely difficult, with good arguments on both sides. That is: procure anywhere or protect US jobs.
The underlying cause was and is the postwar destruction of electric railways due to the emergence of an all-powerful highway lobby dedicated to a monopoly of the private automobile as the means of surface transport in the US.
With the only stable market left for electric railway equipment a few urban subway and commuter ops even BART had trouble finding experienced suppliers and so with the SF-Boston subway-surface light rail cars. San Diego was able to find its own money to buy Duwags straight from Germany.
The best solution is an on-going market for passenger railcars in the US and that means systems in all US cities, like the old days. And standardization - f**k gadgetbahns and bizarro gauges and 3rd rail which are highway lobby and eunuch architects' highjinx. Remember the PCC - a success which should have come on 20 years earlier.
Think of the billions and billions and billions the auto interests have had to tweek their crappy internal combustion.
