John I agree with you--east to Vallejo first. The question I have is how Solano County could be added to the SMART district, which consists of Sonoma and Marin Counties. Would it require a vote of the district board members or a vote of all the district's voters, i.e., Marin and Sonoma?
As to Cloverdale being a statutory deal, you are right. But that doesn't mean it can't be stopped. There would have to be another vote to amend the previous law.
As a SMART sales tax payer, I would like to see SMART run full commute as promised, get more trains, more passing sidings, start running special trains for Giants games, start express service, and generally start doing a really good job. All of that takes money.
I look at Cloverdale and I see a total waste of money for something made sense, in a vision sort of way 20 years ago, but looks like less and less of a good idea as SMART has gotten older, started service, and faced various problems. SMART needs to be able to flexibly respond to realities and demands of the present day, not be bound to wishy washy dreams cooked up twenty years ago.
