Going to San Francisco would be nice. How many billions do you have?
There are several problems:
NIMBYs (of course)
tunnels (several)
Gaining altitude to get up to the Golden Gate Bridge
Convincing the bridge district that using the bridge is feasible and a good idea.
Going somewhere useful once one reaches the Presidio.
Nothing here that can't be solved with money, well maybe not the NIMBYs. Or one could do it like one of the BART proposals and run under the bay. But not the Golden Gate Strait as it is much too deep.
If only considering construction, not ridership, Cloverdale is much easier to access by at least an order of magnitude.
