You have to understand Nevada politics. There are more people in Clark County (Las Vegas) than the entire rest of the state. Clark and Washoe county (Reno/Sparks) are mostly liberal, the rest of the state is primarily conservative. What Vegas wants, Vegas gets.
So yes, there are two Nevada State Railroad Museums - one in Carson City, and the other in Las Vegas - both the same state agency. Carson has mostly the V&T equipment (though #25 visited the other years ago) while Las Vegas has some UP equipment (including the other 844) and I think much of what used to be Heber Creeper/Tipanangos(sp?) they bought at auction long ago. The two museums might have separate "friends" groups to support them. At one point, I heard a rumor that they were trying to push their way into Ely too which the locals weren't amused about. I heard that one building (freight house?) in Ely yard actually belongs to the state.
