This was a regular occurrence on the CCT main line thru Stockton CA and we finally took the bars off and put bond wires behind the bars and then used steel aircraft cable outside the bars. Homeless used to cut them to take to the recycle near the tracks and we got the recycle place to no longer except the bond wires.
