The Elkhorn Slough is a marine reserve sanctuary protected by a “ slew” of environmental laws to preserve the habitat and the creatures that live there. You can google it and get all the information. A few years ago there were problems with some culverts under the tracks in the slough and the railroad was allowed to make the necessary repairs but closely watched by a slew of people from the state and environmental groups to assure no damage to habitat etc.
Construction of another track is totally out of the question. Whether you agree or approve if this is not the issue— it just is what it is.
