Just to make things that little bit worse, Elkhorn Slough is under Coastal Commission jurisdiction too. Zone extends to 5 miles above Elkhorn Road - near San Juan Road - follows the watershed line and Hwy 156 where less than 5 miles from the slough, but dodges around Castroville. So the UP line is in the zone from near the Hall Road overhead south of Watsonville to the Hwy 156 overhead near Castroville. Have fun doing much more than basic maintenance.
