gosh, you have never heard right wingers complaining about too many safety regs? good ear plugs! You are correct that if the workers and the managers both ignore the safety regs, people will get hurt. Some years ago, on a detour trip over Tehachapi on the Starlight I met a guy who had recently retired from working on windmills. His story was that one day he found himself working away at the top w/o having made his safety harness attachment. He safely descended and resigned. I have NO special knowledge of why the beam fell on the victim, but it should have been preventable.
