Progressive Rail to be sold

Understand from a friend at main office, Progressive Rail will be sold to the group that just bought operating rights of the Granada Railroad for 200 million.
One one hand, leasing the Oregon line does not make sense when a sale is pending. However, Progressive can show the new owner 11 railroads. Just enough for a company that wants to be the new mega shortline group...Are the new owners Patriot Rail? Hard to follow the logic, or does somebody just want as many trains as possible?
