The names may change to protect the guilty but inexorably they will blow as much money as they can lay hands on deadends(long tradition & many precedents - see BART "testtrack" reinventing the wheel, CBOSS, etc., etc.)and they will indeed go thru numerous fortunes on tunnels at Pacheco and at Palmdale. They will try to run 220mph thru neighborhoods and the next generation will see how far that gets.
