Thanks Sammie, that's kinda how I had it in my mind. I expect Watco will surcharge whoever gets the Winona to Colfax segment. I expect the shipper will get tagged for any surcharges as I doubt the state will kick anything in. I'm told that Watco has some realestate in Colfax that the state didn't buy that would be more valuable if the railroad was gone. I'm not too optimistic the Winona to Colfax line will survive.
