The fact that only a single train ( two trains actually ) uses the Raton Pass line, makes PTC Unnecessary per the (unfunded ) Federal Statute passed in knee - jerk fashion after the Chatsworth head - on wreck. Per that statute, PTC is only required on U.S. rail lines that host BOTH passenger trains AND freight trains, on the same tracks at the same time without specific Time - of - Day restrictions for each type, as exist on the Oceanside - Escondido line. Delta Dick does not ( or refuses to ) understand this.
