I doubt the incremental approach would have been able to garner enough political support to get it on the ballot much less to get it passed. They had to propose something with at least a taste of bleeding edge - remember Bechtel promised vactrains in 1962 to sell the BART measure.

It is difficult to stomach the stupidity and corruption that permeates land use and transport planning in California. But think that is all you see and worse in the 3rd world. So recognize we are 3rd world and it will be easier to accept.

Or you could progress to pure fatalism which is what IIRC Voltaire charged Leibniz with when the latter wrote "We live in the best of all possible worlds".
