Missing the point? As written the bill assumes that SMART would takeover and provide freight services eventually extending service to Willits.Or contract out freight service to another operator. No where did i read that freight service would end. The STB would have to determine if freight service would cease. There are many issues that have to be resolved. One being money to provide NCRA to repay it's debtors. The second determining the value of the NWP with it's exclusive hundred year contract to provide freight services and all of it's assets including locomotives,MOW equipment, and surplus track materials. Doubtful the NWP would hand everything over even if their loans were repaid for four million.
