Sounds like Smart fences need to be installed over the entire length of the line. Metrolink has done this in LA on the most crowded sections of the tracks. A massive ad campaign would not hurt either. It would help the average idiot from walking on the right of way.

As for a suicidal person, you could incorporate the local suicidal helpline on not the ad campaign. Will it help? Maybe, if someone is that desperate and wants to die, they will find a way.
