As far as I can divine, it seems to be a class thing with the Ranch. They see rails as primarily going thru the poor side of town, a heavy industrial usage. And with notable exceptions(like the Peninsula and some toney NYC exurbs)mostly railroads do go thru relatively low income areas. Indeed if you follow the PBCAHSR routing, especially in the Valley and the high desert, it does look for the most modest neighborhoods with the least political clout. Path of least resistance and where there are some rich people some bores will appear on the route map to appease them.
Clearly the Ranch sees the west side of its barony as the upscale side and the east as the backside of town. In their mind affluent people don't take trains or transit, the kind of crowd that will be lounging at the Tejon Mountain Village golf course.
Now of course they are lying thru their teeth about the build-out of their vast property. In the end it will be 90% tracted out and 10% unbuilt. Ergo a huge increase in the number of residents in the area and I-5 will have to be upsized and probably some more freeways to the other sections of the Ranch. Pathetic but who's gonna stop them?, Certainly not Jerry Brown & Co. - he's their lawn gnome.
