The Union Pacific was going to downgrade these locomotives (SD40 types), into local and hauler
service. Standard SD40's had rear steps to stand on for trainman to work, the tunnel motors did
not. Much harder to hang on to a tunnel motor to give signals and make long shoves (my hostling
days verified that). The UP had lots of standard SD40's to rebuild for this type of service, the
tunnel motors became expendable on the UP property.
