In fact, it's VTA. BART south of Warm Springs is a VTA project, and VTA discovered the discrepancy in some networking hardware. They're enforcing the contract terms, and that is delaying the opening. Santa Clara is not a BART county, so the local transportation agency has to cover the cost.
